I would like to address last week's story concerning deficit spending.

Let me put this into perspective. I provide a five-year forecast each year and include it with the tax budget. It is merely a planning tool. The mayor then works to bring expenditures in line with revenue to create the appropriation budget. This is then given to council for their input and approval.

I have to project revenue low because of the elimination of estate inheritance tax coupled with reductions in the income tax base due to sequestration, refund requests, and cuts to the city's share of sales tax. The last two years have been hard but we have managed to stay out of the red. I see no reason why we cannot continue to do this.
