I am writing in regards to the all-day kindergarten plans pending before the Bexley board of education. I urge the board to apply for the Ohio waiver allowing for an implementation delay. Bexley residents are already burdened with the majority responsibility of funding the schools. It is tax funding I pay willingly to maintain a good school system and high property values. However, neither our system's quality nor its property values will suffer, if the board waits until ADK is mandatory.

This quote comes directly from the recent BOE minutes. (Treasurer Chris) Essman drew attention to the month-to-month projections that he presents. "We're doing about where we said we would be in the Five-Year Forecast. Without additional revenue (coming in 2011), the district will be spending more than it brings in each year and the cash balance will disappear by 2013. The 2010 levy would fund FY2012 to FY2014 if it is a normal levy request for funding an additional three years." Why then would we spend additional dollars now? If there is some funding available due to staff attrition, as the same minutes stated, put it aside. There are always unplanned needs that arise that cannot be put off.

With community support necessary to pass the next levy, it would be a prudent and responsible action not to spend additional funds. In an ideal world where every Bexley resident could afford limitless tax increases, then I would not urge a delay. Groups are forming and fighting levies in suburbs that traditionally do not have problems. Let's not give ammunition to these groups who will say that Bexley spent funds when they didn't have to. Let's not let them send mailers that say the schools are not sensitive to the current economic climate.

If ADK is the right decision, then communicate the need clearly during the levy campaign and when the levy passes, implement ADK.
