Galena residents on Aug. 22 heard Travis Eifert of Columbus civil engineers EMH&T describe reconstruction plans for Walnut Street during a village council meeting.

Eifert described a "paver system" that will be used on the street instead of asphalt, a village press release said.

The pavers, which resemble brick, absorb and filter stormwater, Eifert said. They also require less salt and plowing, stay dryer in the winter and cost about the same as asphalt.

The pavers also can reduce the size of stormwater drains and need less maintenance. While asphalt must be repaved in five to 10 years, pavers can last 40 years.

Eifert reviewed parking concerns with residents and the consensus was to eliminate all on-street parking. Another concern is the intersection of Walnut and Harrison streets which join at a "Y," causing safety issues. The intersection would be reconfigured to join at a "T."

Council agreed to seek an Ohio Public Works Commission grant to fund the work.

The project is planned in stages, with one from High Street to Church Street and another from Church to Harrison Street.

Heard Patricia Clements present information on the Delaware County Re-entry Coalition. The coalition was formed in 2009 to reduce the rate of offenders' return to jail.

The program evaluates an offender's risk to re-offend and identifies barriers that need to be addressed before an offender is released from incarceration.

Heard village fiscal officer Marty Mazzie say the village is making progress in collecting overdue sewer bills through liens and voluntary payments.

Heard a first reading to a resolution to extend a residential trash-recycling contract with Big-O Refuse for 2012.

Said the village will write a grant application for the third phase of the train playground equipment in Miller Park, and a well house and tank for the Ruffner Park ball field irrigation system.
