1:16 p.m. Sept. 15, in the 200 block of West Johnstown Road: Police charged a man with operating a motor vehicle under the influence of alcohol or drugs (OVI), failure to control and failure to reinstate license. This was the driver's third OVI charge since 2006, according to reports.
