"I am so excited for the opportunity I have been given and look forward to the many great things ahead that this agency will accomplish," Francis said.
"Since day one, I have been impressed with the women and men of the Hilliard Police Department and I am proud to work with such a dedicated group of professionals."
Francis, 45, has served as interim chief since former Chief Rodney D. Garnett retired last fall. Francis has been a policeman for 27 years, spending 23 of those years in the Worthington Police Department before coming to Hilliard.
Hilliard Mayor Don Schonhardt announced the promotion at the banquet and also at Monday night's city council meeting.
"Clearly, we have had the opportunity to see Doug in action, to watch him undertake the many challenges that come with operating a department the size and complexity of ours," Schonhardt said.
"He has taken to each task with great enthusiasm, skill and professionalism and, quite frankly, I couldn't think of anyone else who can do a better job."
