Developer eyes outlet mall in New Albany

A zoning change request for 108 acres north of state Route 161 and west of Beech Road in New Albany has been pictured in a new light since Horizon Group Properties released information about opening an outlet mall at that location.

New Albany city officials said last week the zoning-change application does include retail but it does not include specific information about an outlet mall.

"There hasn't been any anything (about an outlet mall) presented to any city board, commission or council," said city spokesman Scott McAfee.

As shown in advertisements from Horizon Group Properties, Outlet Shoppes at Columbus would be on land owned by the New Albany Co., which applied for the zoning change.

The zoning request would change the land from a limited general employment district and infill planned unit development to a comprehensive planned unit development. It would cap the amount of retail at 92 acres.

The land was zoned for commercial use in 2009 and is within a mixed-use district in the city's strategic plan, which doesn't further identify uses for the area, according to city staff reports on the zoning change.

New Albany City Council heard first reading on the zoning change Dec. 17. It was referred to the city's planning commission, which tabled the zoning application at the Jan. 7 meeting at the New Albany Co.'s request.

Attorney Ben Hale Jr., who represented the company at the meeting, asked the commission to table the application so the company could work out some details with city staff members.

City Council heard second reading of the zoning change Jan. 8 and tabled it at the applicant's request.

The planning commission is expected to review the zoning change at its next meeting, scheduled Jan. 23.

Officials from the New Albany Co. and Horizon Group Properties could not be reached for comment.

If plans progress, New Albany would be the third proposed site for an outlet mall near Columbus. Two other outlet malls have been proposed near the Interstate 71 and routes 36/37 interchange in Delaware County, about 10 miles north of Polaris Fashion Place.
