Fireworks company may get bidding waiver
If city council approves, the company that has provided the Reynoldsburg's July 4 fireworks for the
past two years will be placed on a waiver list for competitive bidding.
Mayor Brad McCloud told council's finance committee on Monday he would like to use Pyrotecnico, of New Castle, Pa., as the city's fireworks display company without seeking other bids. He said the company has developed a good relationship with city officials and with the Truro Township Fire Department and understands Reynoldsburg's safety requirements when it comes to fireworks displays.
Pyrotecnicohas won the bid for Reynoldsburg's Fourth of July fireworks for the last two years, staying at the $25,000 the city has budgeted for its display.
"The reason I am asking for this is because of the inherent safety concerns with setting off the fireworks," McCloud said. "Our Truro Township Fire Department is very diligent in setting up those safety parameters. They have a good working relationship with Pyrotecnico and find them to be highly professional and very safe.
"I think it might be a paramount issue of safety -- that it is probably best for everyone that we continue to work with this relationship that we already know is a good and safe one," McCloud said.
Finance committee chairman Fred Deskins asked city attorney Jed Hood if he had reviewed and feels comfortable with the suggestion.
"I have discussed this numerous times with the mayor and I do support this," Hood said. "I think it is the right move for us.
"Obviously, there are very stringent rules when you have a fireworks display like the one we have on the Fourth of July and Pyrotecnico obviously exceeds our expectations with that, so there is a comfort level from years of service," he added.
"The other common sense reason is, we budget towards and spend the same amount of money on fireworks every year, so we have very specific specifications for the fireworks that we allow to be set off in Reynoldsburg."
Hood said the city's specifications are more restrictive than those called for in state code. He said Pyrotecnico is well aware of those restrictions.
"Lastly, this will enable the city and Pyrotecnico to foster a relationship so they understand we want Pyrotecnico to be our provider for the Fourth of July, and they understand to put us on their calendar," Hood said.
McCloud recommended that the request go before the full council as an emergency on March 8. If the legislation is adopted, it would enable the city to move more quickly to enter into a contract with Pyrotecnico, he said.
