Upper Arlington resident Lt. Col. Kathy Lowrey recently was elected to serve on the board development committee for Girl Scouts of Ohio's Heartland Council.

Upper Arlington resident Lt. Col. Kathy Lowrey recently was elected to serve on the board development committee for Girl Scouts of Ohio's Heartland Council.

Lowrey is director of community outreach for the Ohio National Guard. In its first year, the Ohio National Guard Outreach program won the distinction as the best community relations program in the Army National Guard nationally.

She holds a bachelor of science degree in nursing from the Nursing Medical College of Virginia at the Virginia Commonwealth University, a master of science degree in community health nursing from the University of Texas Health Science Center at San Antonio, and a master of science degree in political science and public administration from Ohio University.

Lowrey is a co-founder and member of the Rickenbacker Area Council, and has served as president and board chair of the Pickerington Area Chamber of Commerce. She has served as vice chair of the Ohio Small Business Council Survivability Task Force, and as a member of the promotion sub-committee of the "Make a Difference Day" Ohio Statewide Steering Committee.
