Upper Arlington City Council voted 6-0 Monday, Dec. 8, to authorize the sale for "not less than" $1 million.

Wexner Medical Center announced last June it would open a $22-million primary and specialty care center at Kingsdale by 2016. At that time, medical center officials said the proposed five-story, 100,000-square-foot building would be owned by Continental Real Estate Cos.

"Our commitment to Upper Arlington and our stated goals in that proposal remain unchanged," said Dan Like, executive director of ambulatory services at Wexner Medical Center. "The board of trustees fully supports this plan and proposal."

When the project was announced, Wexner Medical Center officials said the Upper Arlington facility would employ 155 people and would generate more than $320,000 in annual income taxes and $350,000 in local property taxes each year. Those figures were based on the city's current income tax rate of 2 percent.

Plans call for the medical center to provide primary care, with specialties in women's health, heart and vascular care, dermatology, allergy, and imaging and laboratory services.

The ordinance passed by council stated the office space at 1800 Zollinger Road is expected to have an annual payroll of $16 million and generate approximately $400,000 yearly in new municipal income tax revenue. The tax projections are higher because the new income tax rate connected to passage of Issue 23 will be in effect when the building opens.

The ordinance also stated construction of the facility must start by Aug. 1, 2015. The project is expected to be finished by the end of 2016.
