Five arrested after robbery, standoff with police

Five people were arrested after an armed robbery and standoff with Westerville police Friday, Nov. 22.

Stephen Stickel, 25, was charged with kidnapping and attempted robbery; Katelyn Allen, 20, and Amanda Shearer, 22, were charged with attempted robbery; and Allen's parents, Fred Allen, 63, and Catherine Allen, 60, were charged with obstructing justice.

According to Westerville police reports, a man was walking to work along Vancouver Drive when he was approached by Stickel, Katelyn Allen and Shearer. The trio displayed a gun and demanded money, the man told police.

The man knew the three and said they had had a disagreement over his use of one of the women's credit cards, police reports said.

Following the robbery, police located Stickel, Allen and Shearer at Allen's parents' home in the first block of Parkview Drive.

The three spoke with police through screen doors and on the front porch before locking themselves inside and closing all of the blinds, according to police reports.

Because the three were reported to be in possession of a gun, police said, they formed a perimeter around the home and Delaware County's tactical law enforcement unit was called in.

After hours of negotiations failed, police said, tear gas was used. The five people exited the home and were arrested:

* A 24-year-old woman was arrested and charged with operating a vehicle while intoxicated, child endangerment, assault, having an open container of alcohol in a vehicle and menacing at 9 p.m. Nov. 22 in the parking lot of a business in the 700 block of South State Street.

Employees of the restaurant called police to report a woman with two small children was acting belligerent and appeared to be intoxicated.

When police arrived, the woman was yelling at another woman while her 3-year-old and 4-year-old children, who were unrestrained, sobbed in the back seat of her car, police reports said.

The children's father, who worked at the restaurant, told police the woman reported having seven beers before getting the car with the children to buy more beer.

The man, one of the woman's friends and the woman's mother tried to intervene before police arrived and arrested the woman.

* A tractor belonging to a man who volunteers to maintain fields for the Westerville City School District was stolen between 5 p.m. Nov. 8 and 9 a.m. Nov. 15.

According to Westerville police reports, the man parked the tractor at the district's transportation facility at 125 E. Walnut St., and when he returned, the tractor was missing.

The key to the tractor later was turned in at a school office, but no information was known about who turned it in.

* A cell phone and laptop were stolen between 12:30 and 12:40 p.m. Nov. 21 from a car parked in a lot in the first block of Huber Village Boulevard.

According to police reports, thieves broke the vehicle's window to get access to the phone and a bag containing the laptop, which had been left on the car's passenger seat.
