A 23-year-old Hilliard man was sentenced June 15 by a Franklin County judge to one year in prison after pleading guilty last month to charges of voyeurism and attempted pandering of sexually oriented matter involving a minor.

Justin Francis Budding, of Stonehill Street, was 22 when he was arrested by Hilliard police in December 2017.

At the time, he was an employee of Aquatic Adventures, 3940 Lyman Drive, in Hilliard and accused of placing a hidden camera on Dec. 10 at the facility, according to Hilliard police.

"It is alleged that Budding had hidden a camera in the lifeguard's changing room (and) had taken a video of his co-worker in various states of nudity without her knowledge, which also synched to his personal cellphone," Franklin County Prosecutor Ron O'Brien said following the Jan. 8 indictment of Budding.

Budding was indicted for four counts of pandering sexually-oriented matter involving a minor, a second-degree felony; four counts of pandering sexually-oriented matter involving a minor, a fourth-degree felony; and voyeurism, a fifth-degree felony.

Also found on his cellphone were images and videos of children in a state of nudity (or) engaging in sexual acts," obtained between Aug. 18 and Dec. 14, 2017, O'Brien previously said.

Jablonka said Budding had worked part-time at Aquatic Adventures for the past two years while he attended college and a record check came back clean on Budding when he was hired.
