The Powell Planning and Zoning Commission reviewed a sketch plan Aug. 22 for Powell Summit, a proposed 248-unit apartment complex.
The 17.7-acre site at 3152 Home Road currently is in Liberty Township, zoned farm residence and industrial.
It's anticipated the site will be annexed into Powell. It is adjacent to the site of the planned Ohio State University Wexner Medical Center development, also pending annexation to the city.
A sketch plan is the first step in the development process and is not formally voted on by the commission.
"There will be only two-story buildings. A lot of stone and nice features. Every single home will have a balcony; the majority will have attached garages," said Brian Schottenstein, president of Schottenstein Real Estate Group.
Plans call for one-, two- and three-bedroom units, ranging from 900 to 1,700 square feet, with an architectural style similar to the Schottenstein-developed Powell Grand near Seldom Seen Road and Sawmill Parkway.
Powell Summit would have 21 buildings as proposed.
The development will be "workforce housing" aimed at young professionals, officials said.
Plans also call for a 5,000-square-foot clubhouse, community garden and "resort-" style pool.
As proposed, Powell Summit would have the highest density of any development in Powell.
The city's code allows up to nine dwelling units per acre in a planned residence district and no more than 12 units per acre in any type of development.
As proposed, Powell Summit would have 14 units per acre, the city said.
Several commission members raised concerns over the proposed density as well as traffic and access issues.
"I'm not willing to give up on the comprehensive plan of this being an employment area," said commission member Shaun Simpson. "They need that density to make it profitable, but it's a far reach from where we've been in the past. I don't think we need to rush to develop it."
Other members said it makes sense to consider this project at the same time as the OSU development.
It will allow the city "to collectively make efficient traffic and bike-path connections," said commission member Bill Little.
"I think we can probably look at density tradeoffs, particularly if we make infrastructure improvements."
The next planning and zoning commission meeting is scheduled for 7 p.m. Sept. 12 at the Village Green Municipal Building, 47 Hall St.
