Authorities dealt with two incidents of prisoners attempting to flood jail cells within two weeks at the city of Delaware Justice Center, 70 N. Union St.

In the first incident, police Capt. Adam Moore said officers discovered an intoxicated man sleeping in someone else's car with stolen property about 6:30 a.m. July 29 in the first block of Park Avenue. Hollie J. Hardman, 38, of Ross Street, was arrested and taken to Grady Memorial Hospital for treatment before being transferred to the city jail shortly before 9 a.m, according to police reports.

Moore said the man urinated on the floor of his cell and spat at officers, then attempted to flood the cell by clogging his toilet with toilet paper. Hardman also reportedly told officers he would shoot them.

Hardman faces charges of aggravated menacing, a fifth-degree felony; theft, a first-degree misdemeanor; and criminal mischief, a third-degree misdemeanor, among other charges, according to court records.

In the second incident, Moore said a man in a Delaware Municipal Court holding cell tampered with a sprinkler head, causing a large amount water to discharge about 12:45 p.m. Aug. 11. When a court bailiff released Benjamin H. Cope, 29, of Blue Church Road in Sunbury, as the cell flooded, he escaped, Moore said.

Moore said Cope fled toward U.S. Route 23 but was discovered hiding in vegetation shortly thereafter by county and city law-enforcement officers.

Cope faces charges of escape, a fifth-degree felony; vandalism, a fifth-degree felony; and resisting arrest, a second-degree misdemeanor, according to police reports.

In other recent Delaware police reports:

* A man reported his car was stolen between 11 p.m. July 29 and 7:30 a.m. July 30 in the first block of East Fountain Avenue. The car, valued at $10,000, was unlocked at the time of the theft, according to police reports.

The vehicle contained a mountain bike valued at $250, reports said.

* A woman reported her wallet was stolen from her purse between noon and 1:30 p.m. July 27 in the 800 block of North Houk Road. The wallet contained multiple identification and credit cards, according to police reports.

* A woman reported someone stole two rings from her residence between 11:30 a.m. and 2 p.m. July 31 in the 100 block of Braddington Court. The rings are valued together at $1,000, according to police reports.

* A woman reported a burglary occurred between 3 and 6:15 a.m. Aug. 1 at an apartment in the first block of North Franklin Street. Someone took multiple items, including a television valued at $250 and two bikes valued at $100 each, after breaking in through a rear window, according to police reports.

* A woman reported a burglary occurred between 9 p.m. Aug. 4 and 7:30 a.m. Aug. 5 in the 200 block of Knight Dream Street. Someone stole a purse valued at $300 from an unlocked car after entering a garage, according to police reports.

* A man reported a burglary took place between 11:15 p.m. Aug. 7 and 11:30 p.m. Aug. 8 in the 100 block of Silver Maple Drive. Someone forced the front door of the residence open, according to police reports.

* A woman reported a burglary occurred between 5 p.m. Aug. 8 and 10 a.m. Aug. 9 in the 100 block of Brenden Loop. The woman said someone stole multiple items, together worth $290, after entering the residence through an open garage.

* A man reported his open garage was burglarized between 11 p.m. Aug. 8 and 7 a.m. Aug. 9 in the 300 block of Hawthorn Boulevard. An unknown suspect took a lawn mower valued at $300 and tools valued at $220, according to police reports.

* A man reported a home was burglarized between 3 and 8 p.m. Aug. 9 in the first block of North Liberty Street. Someone entered the property through an open garage door and stole multiple items, according to police reports.

* Police responded about 7:30 a.m. July 30 to a report that multiple items were taken from an unlocked car that morning in the 300 block of North Union Street. Items stolen include jewelry valued at $30, $20 in cash and a credit card, according to police reports.

Police arrested Scott C. Bargdill, 22, of North Washington Street, in the course of the investigation, reports said. A Delaware County grand jury indicted Bargdill on two fifth-degree felony counts of receiving stolen property and one first-degree misdemeanor case of receiving stolen property, according to court records.

* A man reported a license plate was stolen from his vehicle between midnight July 21 and 6:30 p.m. July 27 in the 300 block of Chelsea Street.

* A business in the 100 block of East William Street reported a theft by an employee occurred between June 15 and Aug. 11. The employee allegedly used a credit card fraudulently and stole a weed trimmer and lawn mower with a combined value of $499, according to police reports.

A suspect has been identified in the case, which remains open, reports said.

* A business in the 300 block of London Road reported forgery occurred before 3:30 p.m. Aug. 3. The business reported someone attempted to cash multiple fake checks at various locations, according to police reports.

* Police responded to a report of public indecency about 9 a.m. Aug. 2 at Glenross Park off Ballater Drive on the city's southeast side. Multiple residents told officers an unknown man had exposed himself near the park, according to police reports.
