The 73,000-square-foot facility is located at 7991 U.S. Route 23 in Orange Township, just north of Orange Road. The board spent $3.7-million renovating the building.

In 2009, the board bought the building for $2-million. By law, the board can't purchase property outright, so it gave the funds to the Delaware County commissioners, who purchased it and gave it to the board, DCBDD superintendent Robert Morgan has said.

"We're tickled to be in the new building," Morgan said. "The building has great meeting space and we're really looking forward to the east wing and parts of the lower level becoming a community center for the southern part of the county."

Such a use will enable various county agencies to have a presence in the area, such as the Delaware General Health District, WIC services, Special Olympics and Volunteer Income Tax Assistance.

"We have parking spaces and meeting spaces in abundance now," Morgan said.

Accessibility was an important part of the renovations, Morgan said, noting that "every wing has ground-level egress."

Energy efficiency was also a priority.

"We have low-flow toilets, lights that turn off when you're not in the room, very efficient heating and ventilating systems and fire suppression systems," Morgan said.

The cost to buy and renovate the building came to about $78 per square foot, Morgan said, adding that it is "about $200 square foot for anything."

"This is a remarkably low cost," Morgan said, "and we're proud of that."

The building, which had been vacant since 2003, is part of a 14-acre office condominium project called Orange Corporate Center. Development plans approved by Orange Township show other buildings proposed at the site.

Three buildings of 20,000 square feet each would be along the north end of the property. Four buildings ranging from 3,770 square feet to 7,220 square feet would be on the southern end. The developer of the property is 7791 Columbus Pike LLC.
