While the legislation was a mere formality, it signified the final step in a process that has been years in the making, said Terry Dunlap Sr., a Violet Township trustee.

"It's refreshing. This will save our residents money in the long run," Dunlap said.

"People have been after this for more than 20 years," he said. "I remember the first time we tried it, it got very vocal."

Included in the three-year contract is a $250,000 performance bond, which Dunlap said will ensure Local Waste lives up to the agreement.

"It's just like the performance bonds we do for paving the roads," Dunlap said, "so if they don't follow through it gives the township the money to hire someone else to do it."

The process by which the township has multiple haulers collecting waste in neighborhoods on different days will officially end March 31, 2017.

Dunlap said having a single-hauler policy will also make it much easier for township officials to administer the trash collection process.

"There have been times when we would have trash all over the road and we didn't know who to contact," he said.

"Now, it's one company picking up the trash. It will also save on wear and tear (on the roads), that's the big thing," said Dunlap.

He said having only one hauler will also make a big difference from an aesthetic vantage point.

"This will make our community look better, that's a side benefit," Dunlap said.

"We won't have our trash sitting out six days a week. That just didn't make our community look healthy," he said.

Trash collection will cost Violet Township residents living in the unincorporated areas of the township $11.50 per month starting April 1, 2017. Optional services include container rental for $3 a month and curbside recycling tabbed at $3.95 per month.

Violet Township Director of Operations John Eisel said township residents stand to save $2.4 million over the life of the contract.

Township officials said there remains much work to do in educating residents about the contract with Local Waste.

"We'll be sending out a letter to every resident to explain what's going on," Dunlap said.

Rumpke and Waste Management, two of the companies that also submitted bids for the contract, agreed to provide a refund for services contracted beyond March 31. Residents are requested to contact those companies directly to coordinate the refund.

"They guaranteed they would refund money to the residents after April 1 if they didn't get the bid," Dunlap said.
