The Columbus Division of Police honor guard salutes during the groundbreaking ceremony for the new downtown police headquarters in April 1990.
The former headquarters, next door on Marconi Boulevard, had opened in 1930.
About 100 people braved drizzle and temperatures in the 30s to attend the groundbreaking for the Central Safety Building.
"On a day like today, I had to put antifreeze in the holy water," said the Rev. Colby Grimes, police chaplain. Before construction began, a time capsule containing police memorabilia was buried on the site.
It contained the division's 1989 annual report, a staff roster, police badges and pins and a videotape of anti-drug band Hot Pursuit.
To ensure that future generations can view the tape, a videocassette recorder was included.
