Municipal Judge Alan Schwarzwalder (left) swears in Donald Woodland, Dr. John Rosemond and Maurice Portman to Columbus City Council in January 1970. Woodland and Portman were incumbents, and Rosemond was newly elected. Rosemond was the first Black man to run for and win a seat on council. He served three terms and was Columbus’ first Black mayoral candidate in 1975.
